You cannot have Step 7 Professional V13 SP1 and WinCC Professional V13 SP1 as a single, integrated package within TIA Portal because TIA Portal is built around a newer core version. V13 SP1 represents the last major version before the full transition to TIA Portal. TIA Portal consolidates these functionalities into a single engineering framework, but requires a TIA Portal license (V13 or later).
