I need to know the maximum amount of communication jobs in CPU 416-3XR05-0AB0 (v5.3)

As written there, CPU 416-3XR05-0AB0 (v5.0) can handle 1800 "simultaneous PBC blocks", but actually I can not use more than 600 communication jobs (setting in HW config is 1800, but when there are more than 600, I have an error during download).
According to the document, v5.3 has maximum of 4000 "simultaneous PBC blocks". How many communication jobs can I use in program for this CPU?
