I have a Siemens Filed PG M3 with the following Licenses:
a) SIMATIC STEP 7 - STEP 7 Professional combo v.11
b) SIMATIC HMI - WinCC Advanced Combo v.11
c) SIMATIC STEP7 - S7 Distributed Safety v5.4
My request is as following:
I can open normal PLC projects on TIA portal v11 flawlessly but I can’t open or create any safety S7 project on my PG, so is there any way to open or create safety project on TIA portal? and why the distributed safety package isn't working with the TIA portal?

Thank you for contacting Siemens Self Support. You are correct in observing that S7 Distributed Safety V5.4 is not directly compatible with TIA Portal V11. While TIA Portal V11 supports standard PLC projects, it does not natively handle projects created with Safety Integrated (Distributed Safety) V5.4.
Reason: S7 Distributed Safety V5.4 was designed for STEP 7 V5.x and utilizes a different project structure and underlying architecture than TIA Portal. TIA Portal's safety functionality is built around newer versions of Safety Integrated (typically V6 and above) and requires projects created within that framework.
Workaround/Solution: To work with your S7 Distributed Safety projects, you must continue using STEP 7 V5.x. You cannot open or create these projects in TIA Portal V11.
