STEP 7 (TIA Portal): Siemens automation controller Step 7 V13 Simple Authorization key

We have a floating license for Simatic Step 7 Basic V13, I was wondering if we can use the same license when using V11 of the same software, of if we would have to purchase a separate license?
I also read somewhere that the V13 software is backwards compatbile with V11 programs, however when we try and use V13 on a V11 program it doesn't work properly.
I don't really want to buy another license if the V13 software should be working on V11 program.
