SIMATIC S7-400 / S7-400H / S7-400F /FH: Within the Programmable logic controller cabinet Entry Transmission exists but Central processing unit doesn't see it

Dear users/specialists/masters
could anyone explain what could be the issue with the following:
locally in the plc cabinet input signal exists but CPU doesn't see it. (checked several times also reloaded hardware)
and this issue related more or less to 0.7 / 1.7 / 2.7 and so on (that consists .7) it is strange because some of the inputs with .7 works fine.
before in the commissioning time all was ok tested. 
for the moment changing that inputs to a free ones. 
is there any idea ? (power supply for each BU connected)
